I'm not certain if this would do what you want but you can increase the canvas size of a photo on the bottom or top, use the text tool to add a caption and save. I believe that text information will become a permanent part of the photo and display anytime the photo is used. A possible problem might be the display size of the photo, whether the added caption could be read when used in a Legacy report.
