Thank you Connie, that is very helpful! It is not the software/program that I was remembering, but I'm happy to collect suggestions and info!
The problems of keeping data with the photo is quite complex and as far as I know there is not a satisfactory solution. Essentially there are two ways to add information to a photo file, talking specifically jpg's. One is known as jpg Comments and one is known as IPTC. The actual jpg file format allows for the inclusion of both. One of the sad facts as far as I know is, however, that not one photo management software handles them in the same way.
I use Thumbs Plus to manage my photos. This is a MSAccess based database and is really good for its prime use. I use Paint Shop Pro, Corel Paint and Adobe Photoshop to edit my photos. Each of these programs, including ThumbsPlus, handle Comments and IPTC differently. I also use IrfanView and Exifer. Exifer's prime aim is to add and edit jpg Comments and IPTC. However, the way it handles it appears to conflict with other programs. Add Comments to a photo in one program either causes another program to crash or it is not displayed. None of them appear to be handling the "standard" in the same way, if indeed, there is a "standard".
My favourite photo editing software is PaintShop Pro V8 (now owned by Corel). Unfortunately it does not display IPTC and handles Comments badly. Maybe the later version is better. I don't know. At this time, my only solution is to use a photo editing program to add comments into the actual photo. Either in white space at the bottom or have the comment printing over the photo. Neither way is satisfactory to me.
If anyone out there knows of a solution I also would be very happy to hear from them.
