I don't know how many 1871 census you have already added to you sources but
perhaps you could go to you sources for 1871 census (one at a time) and do a
show list.  Then anyone that shows up tagged with your 3 tag you can undo
the three tag or add another tag to divide the group.  With the tags in
place you can sort by tags.  This is the reverse of what you wanted but
should allow to to easily create a list of persons who don't have a census
event for 1871.
