I guess it depends on whether the only paper files you keep are the originals of things that are scanned into Legacy anyway, in which case Cathy's system makes sense, or whether you want to keep paper copies about particular individuals or families as well as the original source documents. I use the MRIN ("fileyourpapers") system for this latter reason and it works well for me. I can also see Cathy's logic, however. Surnames don't work well as file indexes because the people identified are typically not unique.
