You can't Gedcom a Report but you can make a Gedcom of someone's descendants :-)
You either need to make a Focus Group of or Tag (on an empty tag number) the said descendants.
Then in the process of exporting the Gedcom (or Legacy File) you can choose to suppress details of living individuals. There are also other options.
Note the Record Selection button to choose your Focus Group or Tag Number.
Try it out.
If you are wanting to include precise generations, I think you would need to tag the descendants and then untag those beyond the generation you wanted.
