I also do the same, using the highest level as my entry. Using the New York example, I will use the state of New York - using commas to denote that - as the place if that is all that I am given. If I am given a place that could be a city or county, I will list the county if the city is within the county. If there is the possibility that it is a city in two or more counties, I will list the one that I feel is the most logical choice and then add alt. events for other possiblities. For each entry, I include the text of the source and an explanation of my reasoning or any questions that I may have.
