Great news. Perhaps the location data entry order should be changed. The logical method would be to enter the fields from the largest to the smallest. Now the entry method is keyed to the output in reports, charts, etc. But with options to reverse order in charts and reports, gedcoms, and options to show entire location entry on first occurrence and option to show X # fields on subsequent occurrences in same report; this method might be preferred.
