I never suggested changing the default start page from index.htm

I suggested moving all the other pages into another folder - I tend to do
this on my own pages often just to make it easier to find things.  The last
LEGACY web export that I did has over 3000 files in its root directory that
is a lot of files to scroll through to find index.htm especially as most of
them start with the letter "I" and so come first (yes I do know you can
change the sort order before someone suggests that).

As I said I have often made up an index to several different types of LEGACY
reports on the CD and also made the CD autostart (many people don't have
autostart enabled on their PCs) but most times I just want to produce the
report and CD as quick as possible so I can get it in the post.

I have a suspicion that more copies of LEGACY web reports are used in this
way that ones posted to the WWW.  A blank CD-ROM is cheaper than printing
out the report.
