You are missing a lot of the power to maintain a consistent location list by not
using the Master 
Locations in Legacy.  In my opinion, it is one of the things you immediately
notice as a big advantage for Legacy when going from other programs like FTM --
the inconsistency in entering locations -- Legacy provides an excellent
capability to clean up and maintain your location list.

You should try it, I am sure you will like it.

I don't want to have excess commas in locations when a Legacy GEDCOM is
transferred to a different program for charts or web pages. I do want buildings
or cemeteries to show when locations are printed on a wall chart. 
Therefore, I do not use Master Locations in any genealogy program.
