It sounds as if you may have to edit every Master Source. It's possible that you have even more work to do than that if every source citation has imported as a separate Master Source.
I would think it was worth it in the long run but difficult in the short term.

Ron,
Did you import a gedcom from Generatons? This is the behaviour we see with FreeForm sources in a Generations gedcom and there's no way we can work around that with the Legacy import.
In order to get the text for all sources to print, go to Options > Customize > Sources and select the option there under "Master Source Defaults" to show the Master Source Text on reports.
