It is important that you pick a standard way of idenitfying locations in the UK. (For example, I always use England (or Scotland etc) as the country). Then whenever you do a search, include the country in the country field and it will only show the locations once. (UK works for United Kingdom). Geo is implemented this way because there is no standard way to map the UK locations onto the four subdivisions Geo uses, so it supports any of the three methods you noted. (Though with England as the country, it puts the County in the State field).
