You might want to give it a try for a while until it becomes comfortable. (Don't knock something until you try and try again)
It DOES act as a toggle to the last used window. No guessing involved. It is quite simple to use. If you need another window, it is easy to find that window as well. Yes it does work for me. Another suggestion would be - instead of clicking on the Legacy window you could click on the Legacy application in the Task Bar. This will also solve the problem of accidentally clicking on a "hot spot."
