Retired files would presumable not be used for some time, and in the
meantime various versions of Legacy would be made. Will a backup of Legacy
from one version *always* restore in any other version of Legacy? I am quite
sure that a backup from a later version will not restore in an earlier
version - can someone confirm this?

I would think that the best form for a long term backup would be a GEDCOM
file. You would lose some of Legacy's bells and whistles, but the data can
be used in any file, and probably for longer in the future than any other
form.
