The "@...@" looks like the format for a record number in a GEDCOM file.
 But I can't find any meaning for the "HI" part.  Maybe your symbol
"@HI244@" came from a partially corrupted GEDCOM -- and that could be
the reason it found its way into General Notes if Legacy didn't know
how to otherwise handle it.  Just a guess...
