I believe it is preferable to spell out the names to promote
international  understanding as mentioned above. THis is the approach
recommended in "Getting it Right" by Mary Slawson which I use as the
authotrity on these matters.  However, if you have a strong preference
for using abbreviations, there is a consistent set that works
internationally known as the "Chapman Codes" - search Legacy Help for
"Chapman Codes". (Thanks to Cathy for making me aware of these!).  For
example, SA is South Australia, and RSA is South Africa.
