The reason, I think, is that the only link between siblings is via their parents. So if Fred is in the database, you can add Mary, say, but there is no way of linking Mary to Fred. Instead, you link Fred to a parent and Mary to a parent. If the two parents are the same individual, then Fred and Mary are siblings.
So, the way around it is to enter a dummy name for the parent(s) "Fred and Mary's father" or something. I just enter the father's surname, assuming it is the same as the children's, and leave the Forename field blank. Legacy will automatically enter the mother's name as "Unknown", I think.Other people have different conventions. (There's a lot of discussion on this in the archives).
