Actually, GENViewer can do much more than just preview gedcom files. Besides
opening Legacy and gedcom files, you can also view FTW, PAF, SUB, TMG, PJC
and FBK files.   You can do sorts and searches that can't be done in Legacy
as well as create reports. And one of the most useful features, I think, is
the ability to make a self-viewing gedcom file that can be viewed on
anyone's computer without needing to install any software!

GenView is for "for previewing GEDCOM files before importing them into
Legacy" and nothing to do with publishing your tree on the web, which is
what phpGenView is designed for.
