You will find varying opinions on this topic.  I attach images to the family
(marriage) that apply to the family.  If it applies to multiple individuals,
I attach it to all it pertains to.

As for "How many images can you save to each individual?"  I believe this
number is dependant on how much hard drive space you have.  If you have
300GB of storage and 50,000,000 images, that would be your limit.  I don't
think Legacy / Access databases have a limit on the number of items you can
link to.

The .FDB file for Legacy is actually an MS Access .MDB file.  You can use
Access to do many things.  I have used it to compact my database outside of
Legacy and others have used it to sort or find and change items that wasn't
as easy to do inside of Legacy.

Also, side note...  I saw comments about accessing your information in MS
ACCESS Why would you do this?  What does it allow you to do?
