In a word, no. The only options I've seen are those to either surround the surname with /s like /Jones/ or to have surnames in all capital letters.
I didn't check the report options on all reports but the general options available when you first open the reports menu/screen had no way to list surname first that I could see. You might want to visit the Legacy site and make a suggestion that that option be added.
To have the middle name(s) printed before the first name would take a routine to separate the forenames into individual words and rearrange their order since the first name and all middle names are entered in the same field. I have a few cases of multiple middle names in my family so the problem for the programmers would be deciding how many separate fields would be needed. They would have to impose some limit to the number of forenames in any case and then most of the time all but the first couple would be empty. But think of the display real estate these fields would take up in the design of the input screens.
