Hi Rodney,
I don't think there is a way of doing this directly. But may I suggest
making a copy of your Legacy file and the another Gedcom with all the living
suppressed as per Jack's method. Then copy the ones which you require into
the new Legacy file and create your Gedcom.
Messy, I know, but all I can think of.

If it is only living people you want to restrict, then ignore
the "private"
tag and use the option "suppress details for all living
people". Then all
you will get for your web pages is the name of the person
(plus any links
you create to parents, spouse etc). That's how I use it. I
only mark people
as "private" where I don't want anything to appear, including
the name.
