There is a fourth option. When defining the Birth Certificate as
a source you can attach the scan of the certificate to the source
itself. I don't know though if a source picture can be printed
when you desire.
I think the only way a source picture can be printed is when the
source is cited in a report, the choice of including source
pictures is on the sources tab of the report options. If you want
to have the certificate printed any other times I would go with
your option two since the picture would be part of the
individual's scrapbook.
