Janet, Genealogically speaking, any time two people have a child, that's a "marriage". When a woman has three children by three different fathers, that gets represented as three "marriages". If she is actually married to a fourth person, that's four "marriages". For what it's worth, that's how the LDS church defined the standard.
Genealogically speaking, that makes sense. That is, if the whole point is to keep track of who is related to whom by blood, that makes sense. The trouble, very obviously, is that is NOT the common meaning of the word marriage. We all know what "getting married" means... it's a formal commitment before witnesses, confirmed by the local church and/or state. In Legacy, though, the question is NOT "did she have a ring on her finger, and who gave her that ring." That's one of TWO questions. The other is, "Did they have child or children, and who are the parents." If he put a ring on her finger, you obviously record *that* couple as married. They are/were. But if there was a child, you also record that child's two parents as a marriage. You can then go in the marriage edit screen, and change the descriptive words to reflect the actual situation. Change "husband" to "father" or whatever's appropriate. I haven't specifically answered your question. I was talking in general terms. But hopefully that does help to explain the situation!
