The possible reason that 13th September is ok, and 12th September is
not is that 13/9 is unambiguous in that 13 cannot be a month. All too
often I have problems with US-sourced programs not handling the first
12 days of the month correctly, but the other days work ok. (I work in
Australia for a US-based software company). Some standard MS-supplied
date functions exhibit this behaviour unless approrpiately "tamed".
