I think you could do this:
Go to the parents of the omitted persons. Add the omitted person as a
child. Then go to the "other" children of the "Parents" and link them as
children of the new "omitted" person. These children will then have two
sets of parents. Click on the parent icon for each of these children and
unlink them from the "parents" who are actually their grandparents. They
will still have the parents who were originally omitted.

I submitted this request for help on 9/13 but have had no response so I'll
try again. If this is the wrong forum for this type question, please
advise.
In my mother's family the parents of my maternal grandfather were
inadvertently omitted.. Thus, the grandparents of my grandfather _/are
shown as his parents/_. How may I insert the missing parents & family of
my grandfather_ without _affecting all the earlier families/generations
going back to the 1700's? Being a relatively new user of Legacy I cannot
seem to figure it out and would greatly appreciate the answer.
