It is the one you would download from the legacy site to install legacy.
Instead of installing it you would include the setup.exe on the cd. If
you downloaded the setup file from the web, it was saved to whatever
location you told it, desktop, temp, downloads? It does not go to the
Legacy folder unless you transferred it there, or created your own
Legacy folder for it to download to.
You can redownload the setup.exe file and just pay attention to where
you put it, then you can move it to your folder where you are storing
the items you want to put on your CD. Much of this is and individual
preference thing.

Legacy is installed there are files put into the system folder that
would be missing ifyou just transfer the Legacy folder.
