Under the Tools/Options, Preferences tab, "E-mail Options" section, click on
"Tracking Options..."

This is where all your control is regarding these type of messages.

My guess is you do NOT have "Process requests and responses on arrival" and
/ or "Process receipts on arrival" selected.  (Both of mine are checked.
"After process, move receipts to" Is NOT checked.)

Below the horizontal line there are three options.

The first is "Always send a response."  This will automatically send the
return receipt to the sender of original message without asking you.  This
will send them an automatic e-mail once you view their e-mail.  I don't like
this option as I may view an unknown e-mail and NOT want a response sent
back to a potential spammer... He would now have my address.

The second option, "Never send a response," will always disregard the
receipt request.  Choose this if you do not want to send anyone a receipt.
This is the most secure, but doesn't offer "friendly" e-mails knowledge that
you saw their e-mail.  With this option, you should not see a popup window
asking for a receipt to be sent.

The third option, "Ask me before sending a response," is what I choose.  It
gives you the option to send a receipt reply, if one indeed was sent.

Users,

I and others have sent read receipts out that are quite annoying to all
parties.  Initially I was trying to create a macro that would give an option
window or some filter for specified recipients.

This message is for MS Outlook (2003) users (it might work for Outlook
Express and other e-mail programs as well with some minor modifications).
 
I now have my MS Outlook set up so all messages sent will request a read
receipt EXCEPT for those addresses I enter into an exceptions table.  This
is how I accomplished it.
 
1. Turn off the master read receipt request.
 
    a. Go to Tools/Options, Preferences tab, "E-mail Options" in "E-mail"
section of window.
    b. In the new window that comes up, "E-mail Options," click on "Tracking
Options..."  Clear check mark from box(es) next to "Read receipt" and
"Delivery receipt."
    c. Exit windows by clicking on "OK," "OK," "OK."
 
2. Create a new rule for read receipt requests.
 
    a. Go to Tools/Rules and Alerts...
    b. Click on "New Rule."
    c. Click on "Start from a blank rule."
    d. Select "Check messages after sending."
    e. Click on "Next."
    f. In "Step 1" area, check "with specific words in the recipient's
address."
    g. In "Step 2" area, click on "specific words."
    h. A "Search Text" window opens.  Enter "@" in the first field (without
the quotes).
    i. Click on "Add," then "OK" to save this entry.
    j. Click on "Next."
    k. Click on "notify me when it is read" and / or "notify me when it is
delivered." (Whatever receipt(s) you desire.  I only select the first option
listed here.)
    l. Click on "Next."
    m. The next window says "Are there any exceptions?"  In the "Step 1"
area, check the box next to "except with specific words in the recipient's
address."
    n. In "Step 2" area, click once on "specific words."
    o. In the new window, "Search Text," add the following text,
"legacyusergroup" (without the quotes).
    p. Click on "Add" to the right.
            Note: You can add other portions of e-mail addresses of other
e-mail lists you participate in and don't want read receipts sent to.  For
example I also included "tngusers" to the list.
    q. Save the rule, click on "OK."
    r. Click "Next."
    s. In the "Rules Wizard" window, name the rule you have just created.  I
called mine, "No read receipt for eLists."
    t. Save this rule by clicking "Finish."
 
That should do it.  I tested it out and it worked for me.  Hopefully you
don't get a read receipt from this. :-)
