Actually, there is a bug in this feature. I have changed my default browser under options > customise. I do this because, in my opiniion, IE is a terrible browser that exposes my computer to too many risks. Hitting Ctrl N in the Home Tab still opens a new IE window. I am not happy that Legacy has chosen to undo MY security features.
I am not sure, but I strongly suspect that Ctl+N is a Windows command which means "open a (new) window in Internet Explorer", *not* "open a (new) window in my default browser."
