I believe there is a way of marking people in a focus group without such a clumsy workaround, though it could be improved and made clearer (something to add to the wishlist).. The program I use for my initial data entry, Family History System, makes this easy. It has a "Relative Report". One first selects all the relatives of a person in the database. This "Primary Selection" is like a Legacy focus group. One can then add "Secondary Selections" -- spouses, parents of spouses, children of spouses etc. One then creates a GEDCOM from the "Selection Set" (Focus Group), which has all the people in the database related to the person one originally selected.
