I will agree with the Visual Basic part (unless you want to do really
complex things in Access requiring VBA). But you certainly need to have
some familiarity with the concept of relational databases in order to
join tables, etc.

If you are willing to spend the jack for Access, it can't do any harm to
play around with it (on a copy of your db) to gain this familiarity. But
for some people this would be a waste of $$$.
