Does the license files of an installed foo package need to reside under 
/usr/share/licenses/foo/ or can they reside anywhere and the packager just 
needs to ensure they're installed?

The question comes out from a review of a python package [1]: since python 
package already installs license files properly marked as such into the 
dist-info dir of the package, do we have to install them using the %license tag 
also? I would expect them to be under /usr/share/licenses but there's nothing 
in the packaging guidelines about this.
