To my mind, it's factual question: did Google reverse engineer the 37 Java packages, or not? Is this perceived of as some sort of gray area by the FSF?

I received an off-list message on this topic, I didn't realize there was
any controversy on this. Is there a belief on the part of the FSF that
Google did, or might have, or to a certain extent, reverse engineered
Java? Or that components, or parts, of Java were reverse engineered by
Google?
