The Mozilla Foundation is the owner of the "Mozilla" marks (i.e., the

I wasn't involved in the original formation of the SeaMonkey project, 
but to my knowledge there wasn't a formal legal agreement of any sort 
relating to use of "Mozilla" in conjunction with "SeaMonkey". It was 
likely more of an understanding that the use of the "Mozilla" mark was 
to be reserved for products like Firefox and Thunderbird that had 
official Mozilla Foundation endorsement.

As a personal opinion, I think that the use of "Mozilla" as part of 
product names is somewhat of an anachronism. IIRC, with products like 
Netscape Navigator and Netscape Communicator the use of "Netscape" as 
part of the product name was necessary because names like "Navigator" 
and "Communicator" were too generic to be used as trademarks on their 
own. Ditto for "Mozilla Suite". However "SeaMonkey" is already 
registered as a trademark on its own, and thus doesn't really need 
"Mozilla" in front of it.
