Each file should have a licence statement. If the full tri-licence is too heavyweight, you can use the PD statement from http://wiki.mozilla.org/License_Policy , which is going to be official Real Soon Now :-) If a file doesn't match this, feel free to fix it if you have to make another change anyway. But there's no point in making patches just to add licence headers. We have scripts for that sort of thing, and might even deploy them one day :-) (Note to self: good chance to learn hg...)
