This comment does not address the expected result if Leo encounters additional @enabled-plugins nodes This is the part giving me fits. It was previously specified as: "Leo now will enable a plugin if it is mentioned in any non-commented-out line anywhere in an @enabled-plugins node." If this is still true, please include it. If the behaviour has changed, please specify the new behaviour.
