Thanks for bearing with me, I needed clarification that when you say
'disable a plugin', you mean 'encounter an @enabled-plugins node which
doesn't mention it'

To me, the sentence;
"The last encountered @enabled-plugins node determines which plugins
are active"
is clearer.
