Just to be clear, much of what you suggest can be done with @mode (and has
been done, with the vi bindings) .

However, I would like to build in even more flexibility, and simplify the
present horrendously complex code.  However, this is a major project that
I've been putting off until the qt plugin has settled and 4.6 goes out the
door.

This can indeed be done with @mode, in which plain keys can be bound easily.
