Somehow this group makes it difficult to respond to oldish threads.
I received the following for Viktor, and responded privately without
realizing it:

I do understand that a lot is happening on the development side of
Leo, however I do think that it is also important to provide a
consistent and continuing
story for 'plain' users of Leo. - Therefore I'd like to ask you
to provide an updated
release plan for Leo 4.6.

Thanks for this comment. Actually, except for the usual expected/
unexpected detours, the plan is to release Leo 4.6 asap.
Getting software out the door is always a judgment call and a
balancing act. I never like to release final releases with known
bugs. There is also the temptation to add cool features. In more
structured environments, the code base gets feature frozen, and that
will happen fairly soon for the Leo 4.6 release. In particular, major
work on @shadow (if any is needed), will be moved to the 4.7 release.
There is still considerable work on the qt gui code, and that really
must be completed before the next beta release. I would also like to
work on the rst3 plugin before the final release. It would also be
good to make as many plugins as possible work with the qt plugin, but
I'm not going to commit to delaying the 4.6 final release solely for
that reason.
