Interesting. Probably don't need a plugin or tomboy, I've been using
this bookmark:

to pass urls for bookmarks to a file that leo imports and organizes. I
have a filer @button or plugin that lets you work through a long list
of unsorted nodes picking places in the tree to move the to. For each
url in the unsorted list you can insert it after the selected node, as
a child of the selected node, skip it, delete it, or view it in a
browser.
You could do something similar for selected content.
