As one stopgap, Leo will look online for the Users Guide if it can't
be found offline.
The new code is on the trunk at rev 2177.

P.S. This report shows a gap in Leo's testing. Ideally, I should run
pre-release tests in a copy of the trunk, to test in an environment
containing *only* files from the repository.
