I am running into a horror show of problems with the tangle code.  I
would like to simplify the code by requiring that @root, @root-doc or
@root-code appear in the headline like all other @<file> directives.

I don't believe there is any real reason why this couldn't be done.
Does anyone have any great objection to this?

It's no wonder that people have been confused by tangle recently.
Several recent (within the last year) changes have thoroughly confused
the code.  Some parts of the code work with @root in the headline,
other parts work with @root in the body pane.

I doubt if there is any way to clean up this mess without requiring
that @root appear in one and only one place.  Imo, this should be the
headline.
