I think there was a version included in the last released version of leo, but that would not include some recent focus / scrolling bug fixes. To enable it, just add stickynotes.py on a line by itself in the @enabled-plugins node in the @settings tree in your settings file. If you don't have a settings file yet, create myLeoSettings.leo in your leo user config directory, which is ~/.leo on unix systems, and something else on windows systems.
