I suddenly occurs to me that "housecleaning" probably best describes the process of choosing what to include or exclude in a release. Step 1: Feature freeze. There comes a time when the cost of adding new features gets too high. Exceptions like DnD do happen, but they are rare. Step 2: Fix, finish and clean as much as possible until a) a drop-dead deadline or b) nothing more can be fixed easily enough to be worthwhile. We're almost at the feature freeze stage with 4.8, but I have to make exceptions to finish DnD, to fix @edit and to make better tools for slideshows. After that, the bug list rules.
