not solved this problem.

Alas, any "solution" will be  os-dependent.  But that's not good: it
means that our efforts here simply make .leo files *less* portable
than before.

This is not at all a code issue, it's a design problem.  It seems intractable.

My inclination at present is to ignore the problem--to declare that it
is up to the user to create paths that the platform understands.  And
there is a workaround:

 @file  {{expression}}/<relative-path>

BTW, I don't see {{exp}} documented anywhere.  I've just put it on the list.
