This was more a, "is anyone seeing this behavior", than a bug report, I agree that it needs more.
What I've found with more observation is that any strictly navigational arrowing must include the alt key, before the alt key did was insure that the navigation went, (along with the focus), to the outline pane, no matter where the focus started out in. After focus was in the outline pane, the alt modifier could be dropped, now I find that plain arrow key with an outline focus already established drop the selected headline into edit mode with the cursor at the end of line. I'm going to check to make sure so setting isn't responsible for this.
