I have had docutils installed since before reporting this problem. I
can use command rst3 to successfully generate an HTML file.

My real Leo-Editor rev is 4430.
When I attempt to display a plugin's help, the following message is
added to the log pane:
scrolledmessage plugin loaded.
So I tried enabling scrolledmessage.py in my myLeoSettings.leo. This
eliminated the "scrolledmessage plugin loaded." message, but did not
solve the help display problem.
I tried enabling the rst3.py plugin. This did not help. Nor did it
seem to hurt, but since it is supposed to be no longer necessary, I
will not enable it for my ordinary use.
