It was me.  I'm wondering to what degree there ever needs to be a case
where doc.s on the web would be different than docs. in the docstring.
I.e. can plugins have a single documentation, the docstring.  Not to
say that it can't be on the web and available from the plugins menu,
but does there ever need to be different content in the two places?

The challenge would be to allow use of images in both places.  The todo
docs., which are on the wiki, just to complicate things further, use
images, I think, and it would be good if they could be consolidated
into the docstring system.
