There is another aspect to this, as I am reminded as I watch a large
new dorm being constructed nearby on the University of Wisconsin
campus.  I am struck by how much scaffolding and measuring goes on:
the actual laying of brick and stone is a relatively small part of the
project.

Scaffolding and measuring: part of "slow but slow".
