I didn't entirely understand the OP's need, which seemed to be resolved by discovering clone-find-all. zpcspm is right, moving nodes around between distant parts of the outline is futzy. It's a minor issue for coding, but a big deal for non-coding, information management type applications of Leo. The quickmove plugin adds temporary or permanent buttons for moving / copying / cloning nodes to the first / last child of other nodes. I've also used a "filing" script, which works through a list of nodes prompting you to find a destination for them in the outline. In the end I'm not sure what the best interface solution would be, perhaps two tree views into the same outline would help in some cases. The node dragging feature helps, I think it could be expanded to handle multi-node selections, even if it's restricted to siblings. Cut and paste would also be more useful if they could be applied to multiple nodes. So I think there is a need here, the trick is to come up with the interface components which address it.
