My more involved scenario above is only needed when maintaining a more 
complex "portable Python" dev environment, where some packages have 
Windows-specific tools that rely on the registry and/or environment 
variables e.g. for auto-updating, cross-app integration like the ipython 
shell.

And all of this is only to allow for "portable" mode, not at all necessary 
if you just want to set things up in a fixed location on one machine - just 
using the regular setup routines provided for Windows is dead easy.
