When I awoke this morning I realized that creating menus dynamically
might be a good way forward.  In fact, this (new) code would be almost
completely independent of all the other complexity.  If it works, it
would be the best possible, simplest, most general solution to the
problem of overriding keystrokes.   If it works, we would only need to
ensure that c.config.getShortcut (or rather it's inverse, the probably-
as-yet-unwritten c.config.getShortcutForCommand) works.

This is good: I'm getting closer to something that I can actually
contemplate writing....
